A Brief Overview
The IT Development Manager serves as the functional leader and delivery architect for the development team, maintaining direct accountability for both personnel management and the execution of technical workstreams. This role is responsible for overseeing a hybrid backlog that integrates high-priority project milestones with a steady stream of small tactical requests. By serving as the team's Scrum Master, the IT Development Manager ensures that the squad maintains a sustainable velocity while successfully navigating the competing demands of long-term strategic development and immediate operational needs. As the direct supervisor for the developers, the IT Development Manager is responsible for performance evaluations, professional development, and overall team health. A critical component of this position involves cross-functional alignment; the Manager partners closely with Business Analysts (BAs) and Project Managers (PMs) to validate technical feasibility, refine request scopes, and provide accurate effort estimations. This role combines administrative leadership with hands-on Agile facilitation to remove complex blockers and ensure the delivery of high-quality technical solutions.

What you will do

  • Integrated Sprint Planning: Orchestrates the inclusion of small, tactical requests into project-heavy sprints without disrupting strategic timelines.
  • Scope & Effort Analysis: Assists BAs and PMs in decomposing high-level requirements into technical tasks and providing data-driven estimations.
  • Delivery Facilitation: Guides the team through all Scrum ceremonies (Daily Stand-ups, Sprint Reviews, Retrospectives) and ensures the healthy flow of work.
  • Dependency Management: Proactively identifies and mitigates technical risks or blockers that arise from the intersection of project and tactical workstreams.
  • Process Optimization: Monitors team metrics and capacity to ensure a balanced workload and consistent delivery quality.
  • Leadership: Management of the Developers
  • Contributes to code base and systems with occasional technical contribution and work

Education Qualifications

  • Bachelor's Degree Information Technology or equivalent Req
  •  

Experience Qualifications

  • 7-9 years Software Development Required
  • 4-6 years SQL Development, support, or troubleshooting Required
  • 4-6 years Experience with JIRA or a similar agile management software Required
  • 4-6 years Agile Facilitation with 1 or more development teams Required
  • 1-3 years Experience with Project Management and Business Analysis or Process Improvement Preferred

Skills and Abilities

  • SQL Programming and Database design (SQL Server) (High proficiency)
